Current Situation
OSTWIND and the participating cantons aim to shift commuter traffic toward public transportation and other sustainable modes of transportation. During the current contract period, data-driven potential analyses, business development activities, corporate mobility concepts, licensing agreements, and operational processes were established. Ongoing corporate projects will continue beyond the end of the current contract.
The contractor must therefore fulfill two tasks simultaneously: attract new companies or clusters of companies with high potential for shifting to public transit, and ensure the continuity of existing projects. The contract is structured as a comprehensive service, ranging from market prioritization and negotiations to stable implementation, ongoing support and further development, as well as an orderly handover.
Crucial is the contractor’s ability to design effective processes, coordinate them with OSTWIND and the contracting cantons, put them into operation, monitor them, and further develop them. Proprietary solutions that serve to fulfill the objectives of this contract may be offered separately to corporate clients, provided that the client’s own or other suitable implementation methods are supported to an equivalent degree and that economic interests and dependencies are disclosed transparently.
Project Objectives
The project aims to use data to identify suitable companies and locations with significant relocation potential, approach them, and persuade them to adopt corporate mobility concepts. In collaboration with the companies (clients), OSTWIND, the contracting cantons, and other partners, economically and operationally viable solutions are to be developed and brought to the decision-making stage.
The agreed-upon mobility concepts are to be translated into functional and manageable operational processes, supported throughout the contract period, and further developed based on usage and impact. At the same time, existing company projects must continue without interruption, and the necessary conditions for a future handover and sustainable continued operation must be established. Annual targets (e.g., acquisition of [number] companies with [number] employees, etc.) will be agreed upon with the contractor.
General Terms and Conditions
OSTWIND is awarding a contract for the term from January 1, 2027, to December 31, 2029. There are two options to extend the contract by one year each (maximum contract term: 5 years). OSTWIND has sole discretion to decide whether to exercise the extension options. The decision to extend the mandate is made separately for each option year. Exercising the first extension option does not confer any entitlement to a further one-year extension.
The contractor bears overall responsibility for the methodological, organizational, and procedural integration of the defined work packages. The scope covers the OSTWIND fare network area and the cantons participating in the program: AI, AR, GL, SG, SH, TG, SZ (March only). The focus is on employers, business locations, and clusters with significant potential for sustainable workplace mobility and a substantial connection to public transportation. Municipalities, cantons, transportation companies, and complementary mobility providers will be involved as needed.
The targeted performance objectives are set forth in the tender documents and the associated appendices. The quantities specified serve as planning guidelines and do not constitute a purchase guarantee, unless expressly stated otherwise.
